Attended by ranking LGU officials, chiefs and heads of national government agencies, business and related sector leaders , NGOs, POs, farmers, teachers and student leaders , it took two and a half hours for Cong. Cesar V. Sarmiento to deliver his initial "Ulat sa Distrito" the other month at the provincial capitol dome.
The initial report of the solon was highlighted by the acronym: HEALTH.
Accordingly, the acronym stands for health program, education and environment, agriculture and livelihood, tourism and home of heroes, programs projects for the youth. It was a very comprehensive report.
As of June 30, 2011, Cong. Sarmiento had 29 authored bills and 145 co-authored bills.
I attended the event as adviser of the CSC-based college-wide Care and Share Youth Organization (CSYO), a pet organization of the solon. Said student organization were likewise organized in the Catanduanes Colleges and CSC-CAIC campus.
New CSC president, Dr. Minerva I. Morales, also attended the occasion , her first ever manifestation of support and courtesy call.
As member of the academe, we are more interested on the status of the conversion of the CSC to CSU. Its conversion into a university could either be realized in 2012 or 2013, the solon reported.
One of the highlights of the "Ulat' were the impressions delivered by representatives from various sectors. CSYO President Wally Bonifacio delivered the concerns of the student organization and the utmost support of the congressman to their cause.
One significant message contained in his message was that the province deserve only the best---leaders, programs and projects. No more, no less.

"Magtarabang sana kita", so said the 6th CSC President, Dr. Minerva I. Morales, during a simple turnover ceremony held in front of the CSC administration building after the flag raising ceremony last July 18, 2011.
With that gift of tongue as she uttered those words, Pres. Morales said "it is my desire to enable everyone to nurture a sense of mission in this task of stewardship—the careful and responsible management of the Catanduanes State Colleges."
It is also a call for solidarity, she added." Magtarabang sana kita (Let's help one another). With that words, the lady president said she is counting on everyone's involvement.
"Today, we all buckle down to work. Let's carry on together", she said with conviction and sincerity.
Let's hope and pray that her supporters and critics got her call for ' unity and cooperation' message loud and clear.
