The administration, faculty and staff of the College of Business and Accountancy are in a state of euphoria by now. Seven (7) of their graduates passed the October 2010 Certified Public Accountant Licensure examination. Congratulations then to the teaching staff and non-teaching personnel of the College of Business and Accountancy now headed by Dean Maria Theresa Sarmiento.

Although we reported them earlier, I decided to mention them again for posterity: Harold S. Collantes, Imee C. Dayawon, Erlyn S. Panti, Maricor L. Somido, Jaynee T. Tablizo, Sarah Grace M. Taroy and Rowena T. Tarrobago. Imagine how happy and proud the CBA Faculty and personnel are. Imagine that early Christmas gift showered upon the happy and proud parents of these successful examinees. Their efforts, sacrifices and resources expended have been initially rewarded.

"Nagpaparamdam na kaluluwa", so said our banner story. The "Undas" celebration is over but we cannot evade from becoming overly concerned about this matter. Indeed, how true are the reports that the spirit of the GRO, on several occasions, have been felt especially during night time on the area she was brutally murdered. According to reliable source, some commuters are already afraid to pass that area during night time. They prefer to stay overnight in Virac downtown or nearby barangays rather than traverse that area located between Casoocan and Magnesia.

The murder victim is yet to receive justice from such grim violation of a precious human life. Sana hindi makatulog ang gumawa ng naturang heinous crime. They say "crime does not pay". Some quarters say the criminals should pay. As of now, however, justice is yet to be served with dispatch. The suspect (criminal) is roaming free to commit probably other sins of commission and omission. But then Russian writer Leo Tolstoy once said: God sees the truth but waits.

In fairness, we believe that the PNP authorities are doing their utmost to solve this crime for good. Reliable source said the authorities are waiting the victim's father to file the case in court.

The authorities should not wait for God or the vigilantes to intervene. In other words, they should solve it with dispatch. The cartographic sketch of the suspect was already established. How come the PNP finds it hard to solve the case. Viracnons—pure and transients included—are getting about the series of unsolved cases in the province especially in the capital town.

Justice delayed is justice denied, no question about that. This column says never mind if justice is delayed. The bottom line is, once proven guilty beyond reasonable doubt, the criminal should be made to pay for his sin of commission. He/she who ends the life of a co-human being should pay by all means. It is necessary to neutralize the grim outcome of the 'culture of death' which some bad elements have embraced with impunity.

First, there was what we call 'sisid marino or romansa militar'. In Catanduanes, the PNP have their own version of 'PNP Romansa'. Mga romantiko pala ang ibang police dito sa islang Catandungan. The problem, however, is the way these romances are performed. It is done the sadistic way. It is done the Thai boxer's way. This incident reminds me of what happened in Camarines Sur Army Camp more or less one decade ago. When a non-commissioned army officer was verated by a ranking officer, he was so desperate and incensed that he bought a bottle of agua de pataranta and gulped it alone. Already inebriated, he took his M16 rifle and sprayed fatally, if my memory still serves me right, a captain and major in the war room.
